Now the world society is at a time when international terrorist groups threaten the security of people of absolutely all civilized states. The global terrorist threat has acquired a new character with the emergence of an international terrorist. The "Islamic State" (banned on the territory of the Russian Federation), and similar organizations that have raised the level of crime and violence to an unprecedented level. Claiming to create their own state, they spread from North America to Central Asia. In the current situation, we need precise coordination of the efforts of absolutely all structures to counter extremism and terrorism, active suppression of the recruitment activities of international terrorist organizations and the elimination of their financial assistance. Such coordination is carried out in strict accordance with the Decree of the President of the Russian Federation dated 15.02.2006 116 "On measures to counter terrorism" from the federal operational headquarters of the State Anti-Terrorist Committee - including the Chairman of the Investigative Committee of the Russian Federation. With the help of representatives of various associations of the civilian community in the work of the State anti-terrorism Committee, the phenomenon of terrorism and extremism in the country was significantly reduced, in order to protect large international sports competitions, at the Universiade in Kazan, at the 2014 Olympics in Sochi, in the 2018 FIFA World Cup and in a number of others.

Together with the information struggle against the ideology of terrorism, comprehensive work is systematically carried out to teach patriotism to young people. The Investigative Committee of the Russian Federation intensively participates in the education of the younger generation: for example, in the final year of memory and glory in the Country of Russia, the All-Russian youth patriotic relay race of kindhearted deeds was held. It should be emphasized that at the moment, when the main terrorist forces in Syria and Iraq have suffered a tangible defeat, the emphasis in the fight against terrorism and extremism is on preventive work

Federal Law No. 365-F3, adopted in October 2018, prohibits foreigners or stateless persons from entering the territory of our country if they are members of an Association included in the list of organizations for which restrictive measures have given a good result: at a general meeting of the State Anti-Terrorist Committee and the Federal Operational Headquarters, there is information about their involvement in extremist activities or terrorism. At the beginning of December 2020, it was noted that as a result of the active acts of 149 foreign people involved in extremist and terrorist activities, they were not allowed to enter the Russian Federation. The work of Roskomnadzor and law enforcement agencies allowed to restrict access to 66.5 thousand materials of terrorist content; the activities of 110 foreign people who carried out their distribution on the global Internet were stopped. Rosfinmonitoring has blocked the financial activities of more than 1,200 people suspected of involvement in terrorist activities, totaling more than 57 million rubles. As for the introduction of criminal law measures, over the past 10 years since the creation of the department, investigators have sent about 3,200 criminal cases of extremist offenses and 1,073 cases of terrorism have been sent to court.

As for the issue of informatization against extremism, it should be noted that for this purpose in the Russian Federation at the beginning of this year, a law on blocking extremists was taken. In early November 2014, the President of the Russian Federation approved a strategy to counter extremism in the Russian Federation, this all allows the Investigative Committee-with the Federal Service for Supervision in the Field of Communications, Information Technologies and Mass Communications (Roskomnadzor), as well as with the Prosecutor General's Office of the Russian Federation, the Ministry of Justice of the Russian Federation, promptly responded to provocations from extremists and did not allow information on the global Internet containing invitations to mass events, extremist activities.

The financing of international terrorist organizations is carried out through private individuals, the "Donors" of terrorists are successfully suppressed by our joint efforts with the FSB and the Ministry of Internal Affairs of Russia, Rosgvardiya and Rosfinmonitoring. It is worth noting that last year criminal cases were directed to the courts against 41 people (data for 9 months of 2020) who participated in the financing of international terrorist organizations. As for the use of digital currencies, they certainly seem attractive not only for financial institutions of our huge country, but also for terrorist structures. With this in mind, there is a need to introduce criminal responsibility for illegal circulation of digital currency and violation of transactions with it.

Finally, I would like to emphasize that prevention is one of the most important areas for combating terrorism and extremism. The Investigative Committee is making every effort in this direction. On the official website of the Investigative Committee, as well as on the territorial investigation departments, information on the progress and results of the investigation of criminal cases of a terrorist nature and extremist orientation that caused a public protest is published on a daily basis.

We must not forget that the mass media have enormous opportunities to involve the most authoritative specialists in various fields of life (managers of various levels, scientists, writers, publicists, sociologists, politicians, experts) in solving the tasks facing us. Such persons, through their speeches, comments and assessments, contribute to educating citizens of legal awareness, the spirit of respect for the law, setting society up for all possible assistance to bodies engaged in the fight against terrorism and extremism. Such media activities aimed at preventing terrorism and extremism seem to be very important. It is necessary to continue and actively support it.
