Currently, one of the most promising ways of obtaining education is distance learning using innovative telecommunications technologies, in particular the capabilities that provide the Internet. The effectiveness of distance learning is determined by the pedagogical meaning included in it, and two different approaches should be distinguished among its interpretations. The first, widely used today, involves the exchange of information between teacher and student through distance learning. Distance learning is a time requirement[1]. Comprehensive informatization of the education system and the conditions of distance learning are clearly reflected in the strategic program "Kazakhstan-2030", proposed by N. A. Nazarbayev.The local system of distance learning operates within the framework of a certain education and a separate city (university), which includes not only higher education institutions, but also schools, gymnasiums and colleges. At the early stages of work within the framework of such a system, it is necessary to successfully implement the principles of continuing education with the rational use of intellectual potential and computer technology. In this regard, schools and universities need to use a local and regional network, distribute creative works, and exchange experience on the methodology in the learning process.

Distance learning is a form of learning that takes place between a teacher and a student at some distance accompanied by internet resources, i.e. learning at a certain distance using internet networks. Distance learning – training carried out using information and communication technologies and telecommunications tools in indirect (remote) or incomplete indirect interaction between a student and a teacher. Distance education technologies are based on conducting distance learning classes in the "online", "offline" mode. Training sessions in the" online " mode provide for the process of interaction between learning in real time (video conferencing, internet messaging, telephone negotiations). Training sessions in the" online " mode provide for the process of asynchronous communication between the teacher and the student (e-mail, work of the student with a textbook on behalf of the teacher with subsequent final control).

Principles of creating a distance learning system:

The moral principle of teaching.

Its internal content is aimed at the individual as a whole in the educational process, which appeals to learning and creates highly favorable conditions for students to master the accumulated social experience [2].

The principle of priority of the pedagogical approach in designing the educational process in the system of educational institutions.

The essence of this principle lies in the fact that it is necessary to start with the analysis of theoretical concepts that form didactic models of manifestations in which slag can be implemented.

Rules for the use of new information technologies suitable for pedagogical purposes.

It requires a pedagogical assessment of the effectiveness of each design step and the creation of slag. Therefore, it is necessary to put in the foreground not the introduction of technology, but the appropriate content additions of training courses that serve to provide education .

Rules for choosing the content of Education.

The content of education in the OO system must comply with the state educational standard of the Republic of Kazakhstan.

The training technology should be consistent with distance learning models. Thus, in the traditional subject model of training, the organizational form of training is used in lectures, seminars and practical classes, coloring or business Games, laboratory classes, independent work, production practices, coursework and theses, control over the assimilation of knowledge. it should be noted that in the course of the formation of the DO system, new models may appear that can be added to it if necessary. Computer conferences, teleconferences, information sessions, teleconsultations, design work, etc.will be used in these forms of organizational training.

8. Rational principles of training.

The project of the OC system is developed on the condition of the necessary social and economic efficiency in the creation of Information Systems and educational bases and banks provided for distance learning, which contribute to the adjustment or replenishment of the educational program in the necessary direction, if the student does not have appropriate services in the educational institution where he / she is studying.

9. Rules of education that do not contradict the applicable forms of Education.

If the created and implemented information technologies are an element that is not alien to the traditional system of higher education, that is, in a natural image that is integrated into it, the Ko project can give the necessary social and economic effect.

10. Rules of introduction to education.

The principle of this training is not only to convey the accumulated scientific and cultural heritage of past generations to subsequent generations, but also to help the modern generation quickly adapt to changing times and form its consciousness and worldview.

The main direction of informatization of the education system is the transition to a new educational strategy based on high-performance technologies for the development of society in accordance with the requirements of the XXI Century . Requirements for the field of education to meet the needs of society in the implementation of this direction:

* improving the quality of education, integration into the world educational space;

* informatization of the education system, use of the internet;

* creation of electronic textbooks, use of multimedia technologies;

* use of telecommunications technologies, remote control, etc.

The use of new information and Communication Technologies is aimed at ensuring that the content of Education meets the requirements of the time, students will fully receive the necessary knowledge in the future, independently master knowledge, self-esteem, and self-confidence. In the educational process, schools and universities widely use local and global system opportunities for using computer equipment. Including an electronic library, electronic publications, electronic textbooks, etc. a unique opportunity for a student to interact with science and culture is provided by the world computer internet system. Therefore, when using new information and communication technologies in the educational process, the teacher's work should be aimed at achieving the following goals:

- creation of methodological and subject-specific Web sites, use of computer networks;

- self-study of additional education with the possibility of distance learning.

The development and dissemination of distance learning technologies requires significant changes to the previously traditional system of Education Improvement. The use of distance learning technologies is of particular importance in delivering educational information to remote localities. Distance learning has become an important form of education in the preparation of students [8]. The need for the development of distance learning, first of all, distance learning opens up new opportunities for students and students, because in traditional teaching there are often difficulties, such as being unable to attend classes due to being at work or for other reasons. Distance learning includes people with physical disabilities (disabled people), people who care for them, i.e. people living in a single house, people with advanced age, people who cannot attend full-time education classes due to health reasons, people living in remote areas. The higher the second, the more people were trained in special educational institutions at a lower cost. Third, people can continue their education despite changing their place of residence or various changes in their lives.

A teacher working on the distance learning method must have a good knowledge of new learning technologies, computer and network learning systems, and perform office work with them.Working in the field of distance education “Bilimland”, “Daryn.programs” online“,” Kundelik“,” Univer“,” Zoom“,” U-study " were presented. An important stage in the organization of distance learning is virtual (synchronous or asynchronous) interaction. Synchronous interaction involves a real-time relationship between a student and a teacher. Distance learning system chats or video conferences can be used for this purpose. Asynchronous interaction is carried out when the student and the teacher do not communicate in real time, in this case, contacts in distance learning are organized by e-mail correspondence using mailing lists or teleconferences [18]. The educational and technological policy of the portal, as well as its educational activities, is a way to gradually introduce the process of informatization into the methodological and technological channel.The structure of pedagogical technology for creating electronic textbooks is based on the laws of the learning process and consists of four interrelated parts: motivational-target, content, operational and value-effective.

The motivational part of the electronic textbook consists in the compilation of modules and mini-modules. Module-a set of systematic and functional knowledge in the subject areas. It is a "service node" for organizing training through an electronic textbook.

The content part of the electronic textbook is implemented through hypertext. This is an information learning environment as a set of data. It is selected from the point of view of the author who develops an electronic textbook that meets the requirements of the mandatory level of Education. Hypertext is supplemented with video materials on the same subject area. The text is translated into Kazakh, Russian and some books in English.

He is burdened with a difficult and responsible task: he develops a short-term curriculum, adapts it in conjunction with the distance education system, monitors the progress of the educational process, gives recommendations for performing independent control and development work in the course of completing tasks. At the same time, as indicated in the methods of the distance learning system, mood and psychological relationships are formed. A teacher working on a distance learning method must have a good knowledge of new learning technologies, computer and network learning systems, and perform office work with them.
