TO THE QUESTION OF INNOVATION IN ENERGY VILLAGE

In today's world, any successful economic system is connected with innovation. So, highlighting the priority directions of development of Russia, Prime Minister Dmitry Medvedev says: "over the next decades Russia should become a country which welfare is ensured not so much raw, how many intellectual resources: "clever" economy creating unique knowledge, export of the newest technologies and products of innovative activity". It is obvious that the formation of the strategy of innovation management in energy supply agriculture system should be considered factors contributing to the increase in the level of efficiency of enterprises. Currently, the Foundation of this system is the concept of promotion of innovative solutions in the field of organization of programs of energy saving and the improvement of technical and technological systems in PES APK. Formation of the organizational and methodological support of innovation management in the consumer grid APK is one of the most important tasks of development of domestic agricultural enterprises.

The economic efficiency of energetic processes through the implementation of energy-saving innovations and the transition to rational and environmentally responsible use of energy is the key to a high level of competitiveness of enterprises and their financial stability, energy and environmental security [1, 2].

Thus, the strategic goal of development of the energy sector in rural areas is to increase the efficiency of production, resulting in the reduction of energy losses at all stages of production processes, reduction of production costs and achieving the related economic effects. It should be noted that innovation leads to an increase of term of operation of power supply systems in the enterprise, positive effect on the formation of the energy infrastructure and increase development potential of the economic system as a whole.

Traditional energy in power systems, agriculture is rarely seen as a sector with great investment potential. However, learning the experience of leading international energy companies shows that the use of the latest technological and managerial decisions allows industry leaders not only significantly reduce costs but also to adopt new principles of organization of business process optimization core indicator energy efficiency — the energy intensity of products. The current backlog of Russian companies in terms of the implementation of modern solutions in innovation management in the energy sector, agriculture means that there is great potential for the implementation of which required an effective management system based on the integration of fundamental and applied scientific research and production. The increasing complexity of technological processes and electrical, on the one hand, and the experience to manage these processes, on the other, made it necessary and possible creation of methodology of management of innovative projects in power systems APK.

Intensive development of information technologies, smart grids, control theory and operations research in recent years has created a number of formal models and to lay a systematic scientific basis of management of innovative projects in the agricultural sector.

In modern consumer systems, agricultural innovations play a huge role [3]. Without application of innovations it is almost impossible to create the competitive production having high degree of research intensity and novelty. Thus, innovations are an effective tool of competition, so as to create new needs, to reduce the cost of agricultural products, to investment, to improve the image (rating) of the manufacturer of new products, opening and capture of new markets, including external. Incentive mechanism of innovation development in the first place, is market competition. In the market manufacturers of the products or services are continually challenged to find ways to reduce production costs, reduce energy intensity of products and entering new markets. Therefore, entrepreneurial selhozfirmy, pioneered efficient innovations, are getting a significant advantage over competitors.

Upgrading of the rural power industry based on new technology requires the solution of three fundamental problems:

  • conduct structural and technological foresight and shaping a new image of the future for children and families, and in accordance with this, the formation of the Bank of innovative technologies in the medium and long term;

  • creation of integral system of innovation development from fundamental ways and advanced technologies to the intelligent design of not only individual power plants, and energy facilities, as well as training for their development;

  • the development of public-private partnership to provide economic, investment and institutional quality update incentive systems and the common interests of science and of business, government and society.

According to forecasts, in the period up to 2035 is expected to increase electricity consumption by 1.6 times, and by 2050 — in 2 times in comparison with 2010, with rates much higher than the demand for fuel and energy resources in General. But strategically important, not only the quantitative scale of the development of electric power industry, and high-quality structural and technological transformation as the industry and all related segments of the energy and power sector.
