Unemployment is a social phenomenon, suggesting the absence of the people that make up the economically active population.
Russian law on employment of unemployed persons considers working age citizens who do not have work and earnings, are registered at employment offices in order to find a suitable job, looking for work and are ready to begin work.
The unemployed are persons aged 16 and older who, during the period under review:
a) do not have a job (or gainful employment);
b) looking for work;
c) are ready to begin work.
There are three main reasons of unemployment:

According to table 2.1.1 we can conclude that the number of unemployed people in Russia in 2010 compared to 2000 is increased by 10,623.1 thousand people.

According to the table 2.2.3, we can conclude that the highest level of adjusted number of unemployed on an average absolute growth rate is 23,561.8 is 23,561.8 thousand people. Also this table shows that most lined level of unemployment growth on average, is observed in 2010 and is 24998.3 thousand people.
